These records contain applications and permissions for civil authorities to handle special matters such as, burials, probates, marriages and divorce decrees, etc. The books 1-8 are the index to the records.

Fra 1800 havde overøvrighederne (stiftsamtmænd, amtmænd, Københavns magistrat) myndighed til at ekspedere forskellige arter af kgl. bevil linger, som Kancelliet hidtils havde meddelt "ad mandatum regis", deriblandt begravelsebreve, vielsesbreve, bevillinger til at sidde i uskiftet bo, endvidere i vissa tilfælde kurator-, fuldmyndigheds- og skilsmissebevillinger samt testamenters konfirmation. Til brug ved disse bevillinger fik overøvrighederne fra Kancelliet tilsendt blanketter, for hvilke de skulle aflægge nøje regnskab. Således opstod den lange række af blanketregnskaber. Som indholdsfortegnelse til blanketregnskaberne tjener 8 ekstraktprotokoller med personregistre.
