Mifflin County was a part of Cumberland County before 1789.

The tax lists for 1767-1789 are "taken from Cumberland County tax rolls 1767-1789, from state militia rolls 1777-1782, from lists of township officers and from state land records". The federal census of 1790 includes the 1790 Mifflin County tax rolls. The 1798 Federal Direct Tax does not include eastern Decatur Township.
