The first constitution of Kentucky in 1792 provided for voting by ballots, but the second constitution of 1799 changed this and allowed voting via voice. The voter who was male, white and over twenty-one years of age, would proclaim his choice to the clerk of the election. The names on the list are not signatures. It was not a registration book, but a record of votes cast.
