El Territorio Nacional de Neuquén fue dividido por Decreto Nacional del 12 de diciembre de 1884 en cinco departamentos denominados: I, II, III, IV y V. La primera capital, provisional, fue Ñorquín. Luego, entre 1885 y 1888 la capitalidad del territorio se ubicó en Campana Mahuida (actual Loncopué). Desde fines de 1888 la capital pasó a ubicarse en Chos Malal, localidad fundada el 4 de agosto de 1887 por el coronel Olascoaga. Hasta que el 12 de septiembre de 1904 el gobernador Bouquet Roldán transfiere la capitalidad a Confluencia, nombre original de la actual ciudad de Neuquén. En 1896 se crea el VI Departamento, al dividir el V. Por Decreto del 19 de mayo de 1904 se divide el territorio en 12 departamentos. En 1915 el Territorio del Neuquén se reorganiza políticamente en 16 departamentos: Aluminé (Cap. Aluminé), Añelo (Cap. Añelo), Catán Lil (Cap. Las Coloradas), Chos Malal (Cap. Chos Malal), Collón Curá (Cap. Piedra del Águila), Confluencia (Cap. Neuquén), Huiliches (Cap. Junín de los Andes), Lácar (Cap. San Martín de Los Andes), Loncopué (Cap. Loncopué), Los Lagos (Cap. Villa La Angostura), Minas (Cap. Andacollo), Ñorquín (Cap. El Huecú), Pehuenches (Cap. Rincón de los Sauces), Picún Leufú (Cap. Picún Leufú), Picunches (Cap. Las Lajas), Zapala (Cap. Zapala).
