"Examinations for lieutenancies from 1677 were held at the Navy Office at Mark Lane, London, or sometimes in private houses a practice which the naval authorities was keen to prevent. With the founding of the Royal Naval Academy at Portsmouth in 1733, the examinations were administered by the Navy Board in London. From the mid-eighteenth century they also took place in naval stations abroad and from 1810 in home naval ports." -- p. vii.
