The church was previously a chapel of the First Presbyterian Church of Winchester (Loudoun Street Church) and was organized separately in 1955 as the Highland Presbyterian Church. It was also known as the Highland Avenue Presbyterian Church. The name was changed ca. 1959 to Highland Memorial Presbyterian Church.
