Information was gathered between 1926 and 1970. Most of the servicemen enlisted between 1917 and 1918. The forms were approved by the Virginia War History Commission and may have been part of a project for this commission.

The information was recorded by the clerk of the Corporation Court until 1939 when the clerk of the Circuit Court took over the the recording. Some information may have been recorded by the city clerk.

Information for each serviceman is divided into five parts: personal, enlistment, discharge, war and additional. The personal section gives full name, date and place of birth, parents' names and birthplaces, color, citizenship, religion, voter, marital status, wife's name, children's names and birthplaces, education, occupation, and residence before and after the war. Enlistment record gives when and where inducted, rank, branch of service, assignment, physical condition, and other information. Honorable discharge part give when and where discharged, reason for discharge, birthplace, age when enlisted, physical description, rank at time of discharge, and other information. The war record gives information about training and service in the war. Additional information shows mental attitude towards the war and any aftereffects. Information for these sections is not always complete.
