"The Newfoundland Royal Naval Reserve was officially formed by agreement between the British Admiralty and the Government of Newfoundland on 22 August 1902. For two years previous to the agreement, 100 Newfoundland fishermen and seamen, 50 per year, had participated in training exercises aboard Royal Navy warships during cruises in North American waters. The intent of the local Naval Reserve was to prepare Newfoundland fishermen and seamen for service in the Royal Navy in the event of war or other emergencies. The training schedule was tied to the volunteers' availability for 28 days each year, and was not based on a rigid schedule laid down by the Admiralty."--Introd. on film.
