Comparing 1930 and 1940 US Census names.

How can you correct a name that has been changed by the arbitrator to an incorrect spelling? The 1930 US Census has the correct name by sound and the 1940 US Census has this same person with the same name by sound but with a slightly different spelling.  The arbitrated name does not resemble the correct name at all.
