Allen who was born in Illinoi in 1833. He came to Oregon with his wife, Matilda, and four children in 1868 via the Isthmus of Panama. The family took a homestead at the mouth of Allen Creek in 1871. Allen became a prominent cattleman of Crook County and served a term as county commissioner before moving to Portland in 1898.
