Most Lao people are cremated at the local Buddhist Wat (Temple). There is at least one wat in every neighborhood. In some villages, there are places of burial in the jungle, but after a short time markers are very hard to find.
There is a Catholic Cemetery in Vientiane. There is a caretaker at the Catholic Cemetery on Route 13 Km 9. He is paid by the relatives of the deceased. There is no records office but the caretaker has names and villages of the relatives who are still around. That info is not necessarily written down. Some headstones are legible.
Next to the Catholic Cemetery is the French Military Cemetery. Here is a video of the cemetery grounds where 552 French soldiers are buried: https://www.youtube.com/watch?v=7Sc3ya1wZBQ
