Civil registration (vital) records were created by the government and include births, marriages, and deaths. They are commonly referred to as vital records because they pertain to critical events in a person’s life. They are an excellent source of information for names, dates, birthplaces, marriages, and deaths. These records may also include divorce records.
At this time the coverage of the ownership of birth certificates for a baby under five years of age (balita) in Indonesia is around 40 percent. This low coverage among others is due to non-maximized utility of a birth certificate and low understanding of the community on the important significance of a birth certificate. This condition occurs because the birth certificate is understood more as solely a legal document (state acknowledgment to the identity of a person), and it cannot be developed yet to statistical function and institutionalized collaboration.
