Civil registration records are created by the local court and civil registrars to record births, marriages, and deaths. During World War II some areas experienced records loss. Records are also in jeopardy owing to the climate and sometimes inadequate storage conditions. It has been estimated that fewer than 40 percent of the population under five years of age has a birth certificate that was issued at birth. Many birth certificates have been created by legal decree as part of some other legal action.
