Thereunder, the arrangement is by State or Territory. A NARA prepared table of contents reflects the arrangement and has been filmed immediately preceding the volume itself. The page numbers referred to in the table of contents are those which appear on the upper right had corner of each double page." -- Note: Roll 1 page.
