The back of the documents appears to say that he had been legally adopted through the Probate Court, Genesee Co., MI ___ 29, 1938, but they are still being referred to as his foster parents on the documents, so I doubt that the adoption was complete.

Danny appears to have come to the states with his birth mother and adoptive mother and was then adopted by his foster parents Jay and Elva Land. The assumption would be that as their first child had suffered from Downs Syndrome, the couple decided to adopt a child rather than chance having another biological child who might suffer from the same syndrome.
