Julius Wellington McCullough, Jr. was the third of four children born to Julius W. McCullough (1843-1883) and his wife Mary Ann Page Capps McCullough (1853-1933) of Huntington, Cabell Co., WV. His father was from a prominent Cabell Co. family and captained steamboats on the Ohio and Mississippi Rivers before health and family obligations compelled him to find work in Huntington as a grocer and later as a clerk for the C&O Railroad. Julius's mother was the daughter of a steamboat captain from Washington, St. Landry Parish, LA.

After the early death of Julius's father, the family was left in straightened circumstances. Julius and his brothers were expected to help support their widowed mother and sister. Like his father, Julius took a job in the offices of the C&O Railroad in Huntington. He married Rachel Etta Matthews and the couple first settled in Huntington. They later moved to Zanesville, OH where Julius worked as a shop foreman for the Pennsylvania Railroad. No children were born to this union.
