"The volume reproduced on the single roll of this microfilm publication was prepared in the Office of the Secretary of State of North Carolina in 1791 and submitted to Thomas Jefferson, Secretary of State of the United States, the same year. It had its origin in a bill passed by the U.S. House of Representatives for the purpose of creating land offices in the western territories, including the area comprising the State of Tennessee, that had been ceded to the United States by North Carolina in 1790." -- p. 1.
