The first paragraph of this page states that one can create a user page, and then jumps to say that the user page is linked at the top of the personal tools section of the menu bar.  Where is this menu bar?  It is not at the top of wiki pages.  How can the user page be "linked" if it has not been created?  Where does one go to create a user page?  How does one ~create~ a user page? {{Helpme}}
