All people on the ship or plane, including crew, agents, passengers, etc., are to be indexed. Only index people on the vessel. Do not include listed relatives, next of kin, whom the passenger was listed to visit, and so forth.
It is not necessary to index any signatures on the documents.

How to index projects where only passenger lists are indexed.
Documents titled "Questions to be answered by the immigrant before booking" should not be indexed. If an image only has this kind of document, it should be marked as a No Extractable Data Image.
